Senior Counsel – Administrative Law
Franco specialises in administrative law, with a focus on public procurement and concessions, transport law (shipping, ports and airports) and telecommunications, energy law, construction and urban planning. He regularly advises foreign and domestic clients, both public and private, in and out of court.
In particular, Franco provides assistance in the area of public contracts with specific reference to the preparation of documentation for participation in public tenders, including project financing, and the resolution of out-of-court issues related to the execution of public contracts, up to the eventual outcome of litigation.
He has worked with clients belonging to a wide range of sectors such as energy, transport, pharmaceuticals, infrastructure, logistics, IT, etc., and has also advised major players in the shipping sector on maritime state concessions and public works in ports.
He graduated cum laude in Law from the Luiss-Guido Carli University of Rome in 2007 and cum laude in Political Science from the Sapienza University of Rome in 2013. He obtained a Master’s degree cum laude in Parliamentary Law and Public Policy at the Luiss University of Rome in 2008 and a PhD in Public Law at the same University in 2012. Franco also studied at the Postgraduate Course in Advanced Political Studies at the University of Siena in 2010, and was a visiting scholar at the University of Erfurt (Germany) in 2009. He is currently Adjunct Professor of Institutions of Public Law at the University of Rome “G. Marconi”.
He has several publications on public and administrative law to his credit and has participated as a speaker in seminars and conferences. Franco is a lawyer registered with the Rome Bar Association and qualified to practise before the higher courts.
Before joining WST, Franco worked with a well-known Roman firm specialising in administrative law and was then Senior Counsel of a major international law firm.
